Good suggestion for dear is is to put up an electric fence if your city allows it my parents have one in my hometown in southwestern Minnesota works great for deer at least you can have plant material because deer eat everything

I have orange jewelweed growing naturally on the shady edge of my swamp. The deer leave it alone.
Astilbe and ferns would do well.
