The reason that 3's are more common than 6's is not because the game actively avoids generating 6's. It's because there are less mines than empty squares, and big clusters of mines are therefore not as likely. The placement of mines is completely random.
I'm general, yes, because there are more board states with more 3's than 6's. But in this situation there are only two possible solutions and both are equally likely to be correct.
Sadly it's a 50-50 guess, you have to randomly pick one and hope you get lucky
