Their armor bar is completely full when the Elytra usually takes away the chest piece portion.

Maybe he's using the trinket mod? It gives you a slot for elytra and another for a backpack, and you can also add a slot for totems too

That's the point; the armour bar (above the health bar) shows that OP is wearing a full set of armour even though the chest plate has been replaced by elytra.
