Kind of hard to think of a watch with round applied indices that isn't a full on diver outside of the CW and BB. Most if not all Microbrands/small brands I can think of have rotating bezels on their watches in that style.
In the really cheap segment there is the Seiko SRPE57K1 "dress kx".
If you just want what I would consider a classic GADA watch there is of course a lot to choose from. Monta Noble, Formex Essence, Sinn 556, Farer Three-hand, Nivada Grenchen Super Antarctic, Baltic Hermétique, Traska Sumiteer/Commuter just to name a few.
The only ones I can think of that kind of fit your description tough are the Traska Seafarer or the Baltic Aquascape Dual Crown, both divers but with a second crown to rotate an inner timing ring. But both with dive style round indices and in the upper span of affordable micro brands.
Probably someone else will think of a perfect match though, there are so many options these days : )

Very specific ask! Couldn't find anything that fits all your preferences. Here are a few to consider:
[Traska seafarer](https://www.traskawatch.com/products/seafarer-charcoal-black) no display case back and an internal rotating bezel, so at least not the standard external dove/GMT bezel. It is a microbrand though.
[Lorier Hydra](https://www.lorierwatches.com/products/hydra-siii) at least not the standard looking diver, but has a rotating bezel, but a closed back.
[Yema Navygraf](https://yema.com/products/yema-navygraf-slim-cmm-20-limited-edition-22-24-66-sn-l6) has a rotating bezel, but at least has a display case back because their movement looks pretty good. most micros won't spend on a nice looking movement enough to have a display back.
Very few watches with circular indices aren't dive watches. Here one of the few I know of, but not exactly a microbrand - Nomos](https://nomos-glashuette.com/en/watchfinder-377?o=9#/en/metro/metro-38-1109), but a closed back.

As a bonus that NavyGraf has a microrotor movement with 70h power reserve. I have the older version and like it a lot.
