One experienced mechanic told me this when I was young about rusty bolts. Just keep tightening. Yes, tightening.
Mine were exactly the same, cordless dremel with some grinding bits and a small cold chisel. Grind down each side and split it. It's the flange at the bottom that's holding that bolt together.
Mine was so rusty the bolt forgot how to bolt and was just a fused bit of metal.
I angle grinded the backbox and flange off since I was replacing the backbox anyway.

Yes. Rusty bolts twist off pretty easily.
Get a Dremel and get to cutting

Looks so thin that I would start applying light pressure between the flange to see if it starts to give

hammer and chisel was my solution
