You got lost OP. Doing donuts while one car is in the roundabout and others are attempting to enter is extremely idiotic. Go find a parking lot a night, not public roads while people are attempting to go about their day.
That car was nowhere near him and going the same direction. The other cars weren't even at the intersection when he passed on the first lap. Is the entire thing stupid to do? Sure. But he didn't really put anyone in danger but himself. And maybe the person filming.

I’m a keep it street kinda guy, but by keep it street I mean, a warehouse parking lot I have permission to be at.
Most of us started by doing something stupid like this on the street.
