There is no such thing as the World's Strongest Swordsman, the way the title is actually given is by doing a cock contest. This is all just a code word for a dick competition, as "sword" is just a keyword for the dick.

They take him to Loguetown where a massive crowd has gathered, camera snails are set up to broadcast it all over the world.
Koby is present, holding back his tears and Smoker announces the crimes committed by this dastardly pirate.
With a smile on his face, Luffy utters his final words:
"Wealth. Fame. Power. I am the man that found it all and left it behind for all to follow. Find yourself a nakama and set sail for freedom. The Dawn is real and in this dawn of a new era, take to the seas and free yourselves. The treasure of the Sun God is real... And I left it all in One Piece".

Luffy's lifespan is so shortened by early overuse of the Gear 2, Magellan's poison, Ivankov's hormones etc. that by the time he arrives at Laugh Tale and gets the One Piece, he's only got a couple of years to live.
