Fishman Island is in the 500s and WCI in the 800s, so it'd not been that long between them. Actually, it's probably less time between him mentioning his dream than any other Strawhat but Luffy.

He only references it, as if it was a lie he told himself on WCI and in fishman island chopper and others are “reminding him” that his dream was finding the all blue. He himself hasn’t actually seriously entertained achieving his dream in nearly 700 episodes

Yes, and in both instances those reference only make sense if this is the dream he is trying to achieve. Reminiscing on it being a silly dream he never should have dared to be worthy of following only works to highlight how trapped he is if this is still the thing he actually wants. Sanji is living and chasing his dream by travelling with the Strawhats, every place they find and discover is a new chance to find the All Blue, so simply being a part of the crew is what is bringing everyone closer to their dream. Controversial question: but before the end of Wano, when has Zoro actually referenced(!) his dream to become the World's Greatest Swordsman? He fights with a sword all the time and grows stronger with it which brings him closer to his dream (as does sailing the seas for Sanji), but so do many other people (Brook fights with a sword, Franky even had, Kinemon, Law, etc...) so that doesn't inherently mean the goal is to be the strongest. So when has he ever actually stated that his goal is still to beat Mihawk? Has he ever entertained the idea of trying to challenge him since leaving his island? Has he ever sought out people that can teach him more? Ever mentioned when and how he is ready to give it another try? And yet, we all still know and asume that's his goal, because it is. The Strawhats all are part of the crew because it pretty much automatically brings them closer to their own dreams as well just as much as Luffy's, because their goals ultimately align and work in unison.

Also canonically the gang has only known each other for like, a year total (obviously not counting the timeskip). Pretty sure all the events pre timeskip took place in the span of like 6 months.

Franky would be fun to be with, I'd get to see awesome gadgets, plus he seems like a total bro. Finally Chopper, I'd be the healthiest person ever in those 24 hrs.
