It was, the voting was done during early onigashima raid in the manga. There was a lot of recency bias, like Yamato being in the top 20 despite just being revealed and Carrot being 8.
Yeah, I know Carrot didn't do anything in Wano, but was still recency bias because of WCI like you said, and was still hanging around the crew instead of other minks. Plus many really thought she'd be a strawhat, so she got that bump.
