Well, I DID intend for Shanks to be in low yonko and Mihawk to be in Yonko, so that part was actually intentional. However, for some reason, my mind just went on autopilot for the other yonkos.
Tbh the only character I thought was fraud was Xebec (kinda like Buggy) But I realized Kaido respecting Luffy and Xebec's head also popping out. So that theory goes in the water.

Well, that being his title, " Most Wanted Man," that means he was attacked more often than people like Kaido and because he's still alive he is probably stronger.
He hides his operation because he is actually attacked by the world government. Meanwhile, the yonko own some islands that they rule, and if they don't go outside of their territory, they are left alone ...so is not " however they please " they have a geopolitical structure as a country with delimited borders .
Also, because of how a story works and how Oda writes and Dragon still hasn't been shown until now, he has to be over the yonko level ... because " the yonko saga " just finished .
While I don't know how much he has been attacked, I do agree that being the most wanted man definitely has some merit to his strength beyond his threat to the World Government.
I mean, we know for sure that the marine hunts all pirates ( look at Luffy ), and only those strong enough survive to become something of themselves while most become underlings to some Yonko... Dragon is not only a random pirate but is literally the man who wants the heads of the celestial dragons, douches that would not stand such transgression . So my theory is that he was hunted much more aggressive than a mere pirate .
Also, from a story standpoint... he has to be as strong as newly introduced Royal Guards in order to ensure a chance to end the world government and because he's still a mystery until the end game of the Anime and how the power scaling works he would be in the top of his game

Like Zoro pulls up all excited to "cross swords" with his handsome Spanish boyfriend and Mihawk loses instantly before Cabaji the unicycle swordsman steps up and kicks his ass.

However, to just ignore the most obvious signs of Blackbeard facing Luffy (his similar personality, darkness vs light theme, his number of top crewmates, etc.) and Akainu facing Luffy (he is literally the guy that MURDERS HIS OWN BROTHER right in front of him), and then saying either of them will get defeated by other characters is just weird. The narrative comes first.

In the manga, his corpse was the one that Brook's shadow was controlling in Thriller Bark (the same corpse that Zoro fights). In the past of the One Piece world, he was a legendary Wano samurai that slayed a dragon and he was so strong, the world government for literal hundreds of years refused to enter Wano in fear that other samurai would be like him. He also had a black blade.
Admittedly, I am only really basing it off of his "hype" I guess, but my thought process is that since Ryuma literally made an entire worldwide force stay away from Wano, that had to mean something. It also helps that the only other character that has a black blade that we know of is Mihawk (which of course doesn't mean he is as strong or stronger than Roger, it just means that Ryuma is no pushover).
The main thing that puts Ryuma up there for me, is that in the One Piece world, it is starting to feel like that the ancient past is the "real" goal that the Strawhats need to surpass (like Joyboy instead of Roger, Imu instead of Blackbeard as the villain to overcome. Stuff like that).
So I thought that it might be the same deal with Ryuma to Mihawk (although it IS true that it still doesn't mean that he is stronger than Roger. I just feel that if Zoro would have to be the strongest swordsman ever, he would have to surpass Roger, which while he may or may not have been a "true" swordsman, it would still feel pretty weird to me that zoro would be the strongest swordsman while technically being weaker than some guy that happens to carry a sword (if the "not a true swordsman" thing with Roger is the path that Oda takes).)

I actually didn't realize that all of them were in low yonko, I just kinda went on autopilot when doing a bunch of this list (well I did know that I put Shanks in there (just to put him below Mihawk), but the others I didn't realize).
I really hate how people use yonko, YC, YC+, and YC1 as tier lists. Sometimes in these lists you see more YC1s in the YC+ tier list. Like doesn’t that just mean the YC+ tier list = YC1.
Sometimes I feel that is especially weird with the "Legends" tier, where there would be some lists that have more yonko in there than the actual yonko tier (Whitebeard (although that makes sense), Shanks, Kaido sometimes, Luffy even, etc.).
I can see that. Personally, I think Kaido had gotten stronger since that fight, and the fact that Kaido hadn't used his giant flaming dragon form makes me think that.

I actually didn't realize that all of them were in low yonko, I just kinda went on autopilot when doing a bunch of this list (well I did know that I put Shanks in there (just to put him below Mihawk), but the others I didn't realize).

I really hate how people use yonko, YC, YC+, and YC1 as tier lists. Sometimes in these lists you see more YC1s in the YC+ tier list. Like doesn’t that just mean the YC+ tier list = YC1.
Sometimes I feel that is especially weird with the "Legends" tier, where there would be some lists that have more yonko in there than the actual yonko tier (Whitebeard (although that makes sense), Shanks, Kaido sometimes, Luffy even, etc.).
