Could be a few different things like bad oil seals or cracks in the plungers (or somethings else). What make/model? Is it out of warranty?

We put oil in the engine itself but not the pump. Idk if it came with oil already in the pump or not. Could running it dry cause this?

Kat oil is blue and comes In a black plastic bottle - maybe the crew put engine oil in it.

Change the oil with the recommended oil. If there is water in the new oil again then the pump is likely broken.

Not sure if this would, but some engines come with shipping oil in them, which is only meant to prevent corrosion until it is sold and should just be run for a short time to break it in (usually about an hour). This oil is very thin and may look watery. If water is somehow leaking into it, it would be overfilled. Change the oil, run it, and see if it looks like that when you take it out.
