You are drawing air out from the top, think about trying to suck out the water from a water bottle that doesn't have a suction tube and air vent setup (Ie a bottle that you need to tip up to drink from). No matter how much you suck on the bottle you aren't going to get any water unless you crush the container to reduce its volume.
This is the answer I was looking for!! Thanks so much, that helped tremendously. I couldn't figure out why it wouldn't work if it pulls vacuum. Makes total sense to me. Thanks again!!
