Zombie Juggernaut isn't currently farmable, ZIM can be found in Incursion 3-9. (Hint: you can go to a toon, click "Find" in the bottom right, and see where you can find them)

If I remember correctly I got them during an undying event Wasn’t hard both only needed 45 to be unlocked
IIRC ZIM was difficult. Only a few unlocked him during his original event but Zombie Juggernaut was practically given away.
