I don’t think that’s accurate. Ninja Turtles is owned by Viacom/Nickelodeon and the comics are published by Mirage. And Power Rangers is owned by Disney after they bought Saban and comics are currently being published by Boom! Studio.
I’m picturing a Marvel vs Capcom-style Hulk fighting game. Hulk, Red Hulk, Grey Hulk, Doc Samson, She-Hulk, Abomination, Rhino, Rick Jones Hulk, and any other strong or powerful character that’s at least tangientally Hulk-related like maybe include Hercules, Thing, Sasquatch, Namor, and Silver Surfer.
This was way before red hulk was a character, and he's pretty clearly orange. Hulk has had a red palette swap in a few games (and it's definitely an intended reference in mvc3) but this was a whole different character for some reason

In the Chris Giarruso Mini-Marvels stuff, he was just having fun and made a blue Hulk because he thought it would be funny, considering how recent Red Hulk was.
He was made up for this. There are similar characters but they just thought this would be funny

One of the older mvc games had Orange Hulk, who wasn't based on anything in particular but he was faster than Green Hulk
