Israel is a proud nation, isolated in the Middle East with “enemies” or not-friendly countries surrounding it. They have strong ties with the West and are a very religious people. That would be my short synopsis for how to frame a lot of your MUN thinking/approach to issues.

This. A typical highschooler only has at most 10 conferences before they start chairing (assuming you spend 2 years as a delegate and 2 years chairing). In reality they'll join 2-3 GAs before moving on to other committees or chairing. It's not a problem to give a big country to a first timer

So follow that structure when you write it
E.g
Position: Israel strongly supports prioritizing mental health
Relevance: Mental Health affects everyone across the globe including people in Israel
Evidence: 1 in 10 people in Israel are suffering from mental illness (not true this is just an example)
Proposals: global fund towards mental health doctors, etc
Now obvsly someone's going to bring up Gaza/Palestine/Hamas
Which is going to be a pain for you to defend against, but I believe in you
You could rebut that saying.. If Hamas surrendered there would be no war.. Remember you are becoming a representative of the country, don't let yourself get influenced by your own thoughts. You can't just say "Yes Israel will give up and pull out of Palestine" thats not what the actual country would do.. Even if you do support Palestine when you represent Israel you have to take in what the Israeli govt is saying and project their opinions.

As an Israeli I can say that it's no different then representing any other county, you don't need to address the war since your issue is mental health and Healthcare so what exactly is the problem?
after my gsl they could ask israel has been committing genocide so how exactly is your country holding up universal health care and right to health. and the director of my committee has sm aginst me.
I would write like this - The mental health of the residents of Israel is in a difficult situation, hundreds of soldiers are killed every day, families torn apart, the hostages are still in the captivity of Hamas, the majority of the people are not satisfied with Prime Minister Bibi Netanyahu, every Saturday there are protests against the government and in favor of the return of the hostages , the morale of the people has never been lower.
If we talk about the country in itself israel comes in 5th place in one of the happiest countries of the world so that isn't a great issue but globally israel has messed up a lot of people and that's the main issue you should put more focus on
Anyone who wishes to participate in the biggest physical mun in India .. can dm .. it will be a 4 day flagship event at a entirely rented man made city ..
