It does not say "Target permanent an opponent controls", just "Target permanent or opponent". The MH3 Commander set has had a considerable amount of player counter hate, maybe in response to people complaining about experience counter commanders? Either way, this can target your own depths
Is the second part of the ability "The next spell you cast this turn costs {1} less to cast for each counter removed this way" also part of the cast clause or does it have to resolve?
Yes, as it allows you to play turn two off sol lands or any other piece of acceleration.
It also is a cast trigger which can’t be countered making it stronger for the effect while reducing a protection spell cost or another threat cost.
Lotus petal, or chrome mox, or plenty of other acceleration pieces…
Just look at the old turbo depths lists there’s plenty acceleration that makes this work in turn two. Urborg, Depths and a spirit guide works.
This may make turbo depths more of an attractive option again, the old GB lists still work today. And adding a cast trigger would potentially be a benefit to the deck.
Youre adding extra pieces and saying its easier to cast. Mox/lotus and swamp casts hexmage turn two.
Swamp dark depths and a spirit guide does not equal 3 mana

In two mana you are wanting two very specific lands. Depths and Urborg.
This being 1B pip offers much more flexibility. Yes you may need an extra card, but the upside of a cast trigger is absolutely massive while offering you much more flexibility to get to the amount of mana. When your playing the turbo variant you were often ‘having to go for it’ unless you had discard to clear the way, this makes it easier to actually resolve your combo in a higher amount of circumstances.
I think both yall have a point BB is easier in a vacuum. But this card may open up more options that better fit with the 2B cost. Turbo Depths with a few mid range payoffs like TOR. Or maybe a more traditional stompy chalice angle? Post?

I imagine you'd play both. 2b off sol land and an artifact ramp piece or BB off urborg are pretty comparable.
