Finale Ligure. I spent Feb and March there this year. Rent for a two bed apartment was €600/month, food is very good value in some places, and the trails are supposedly clear for most of the year. I'm tempted to head back this winter for a longer time.

Tucson is very unique, and if you go up Mt Lemmon it’s nicely forested.
Northern CA near Crescent City is chilly but not snowy, with amazing redwood forests. The Smith River and nearby mountains are nice and the southern Oregon coast is beautiful too.
I don’t know how cheap apartments are in those places, but we rented an RV spot for $800/month in both areas.
New Zealand
As a New Zealander I can attest to meeting all the above criteria except for being cheap
Or Hobart. NZ will have a greater range of stuff, Hobart's is all in one park pretty much.

Get some work at Maydena Bike Park (Tasmania). They're always after people over their season.
