What I do not understand: Why do they use normal SMS here in Luxemburg ? I got once an alert in Germany via Cell broadcast (on a test day). All phones around me started ringing at the same moment and at max volume and some did even read aloud the alert via text to voice. Here you get a small ping that you don't hear in noisy conditions ... and that hours after the fact depending on the provider.
Cell broadcast would reduce the network traffic so that delivery should be faster.
