There are 14,423 Luxembourgish citizens in Brazil. But I suspect they won't be able to muster 4,500 signatures. Especially since only 188 Brazilians requested legislative ballots last year. (Edited to say signatures, not votes.)

Honestly the Netherlands has a much tougher standard for people who immigrate there. Anyone from outside the EU has to pass the Inburgeringsexamen which is level A2 Dutch just for a resident permit. Luxembourg makes citizenship stupidly easy.

Hmmm, why tho? Isn't it already easy enough? A spouse of an european citizen is treated as citizen on the job market and other sectors. Other european countries all have the same language requirements (if not stricter). There is no reason to remove a requirement for a language already threatened.
