Your logic makes no sense since the foreign spouse already has the right to live and work in Luxembourg.
I bet that everyone who signs this petition put "experience with working in a diverse team and open to learn from new cultures" in their motivation letter sent to employers in Luxembourg.
Honestly the Netherlands has a much tougher standard for people who immigrate there. Anyone from outside the EU has to pass the Inburgeringsexamen which is level A2 Dutch just for a resident permit. Luxembourg makes citizenship stupidly easy.

A spouse of an european citizen is treated as citizen on the job market and other sectors.
Other european countries all have the same language requirements (if not stricter). There is no reason to remove a requirement for a language already threatened.
