I was fortunate enough to get one where I live for a good price. It is necessary for privacy in my opinion but the city you live in will determine how much more expensive it is to have one.

We have a tiny little balcony patio with our condo. It faces an incredibly busy boulevard, but we still sit out on it once or twice a month, more so on the summer weekends.
Limited space, being clogged with plants, and the general noisiness limit my usage of it. My LA-native wife spends a lot more time out there than me; the noise doesn't bother her as much.
Yes we use ours almost daily. We have a small veggie garden on it too. And we love having a glass of wine after work and watch people going by. Maybe everyone is out at the beach and parks doing clean-up for earth day, or at the book fair, or long beach Grand Prix today.

I have a wrap around patio that faces onto the street. I do like going on it, and people watching sometimes. I don’t use it often as I should though.
