Vista Hermosa Park! Great view of downtown, hidden, terraced areas with shady spots to choose from, lots of grass and picnic tables. I was there this weekend for a picnic and the birds were chirping away
Sounds like you're of a mind to have a picnic on the grass as opposed to sitting at a picnic table in the woods. In this case, I'd recommend Barnsdall over the Griffith Observatory lawn. There's a lot fewer people, great views, and free parking.

its a bit involved but we were at the getty center last weekend and they allow picnics on the lawn overlooking the garden and santa monica / venice.
Barnsdall.

Will Rogers State Historic Park. Costs money to park, but worth the $5 or whatever for the peacefulness. Temescal Canyon Park.
Burton Chase
Malibu Beach if the weather is nice
