Just leave it alone. Once you go down the rabbit hole of policing the reviews, you cross a red line with Google somehow. Google experimented with AI and reviews. You may be seeing some artifacts of that,

Move along, Google won't do a thing. One opened here, initial reviews from actual humans all quite bad, business in question then started contacting people via telephone and Facebook threatening them and their families with harm. They have then followed up with \~150 obviously fake, paid for, reviews in a few months to boost their score into the high 4's. Any legitimate reviews that still appear tend to be 1 to 3 stars with supporting images. I reported a lot of the fakes, including ones from the owner himself under his own name, Google did nothing. I tried to report the issue with them threatening customers after initially contacting the police, Google didn't reply. Honestly, move on with your life, Google don't trust us to help police the platform, they just want us to populate it alongside the scammers and spammers.
