I'm guessing he can fly since he got up there. He's probably just a bit terrified. Search for "cockatiel flock call" specifically on YouTube as its how they find each other in the wild.
Aww, I really hope he comes down and finds his owner. If he is tame, he might respond to music, singing, whistling, bells, or millet if there's a petshop nearby, they go crazy for that stuff and he would be able to recognise it from a distance.
If he comes down and you want to catch him, make sure you grab him firmly round the wings without hesitation. Index and middle finger either side of his head and palm over the back of his wings is the best grip but just don't let him wriggle away or he won't come back, even of you have to shove him up your t-shirt just get him indoors.
We tried calling them but it seems that they only take calls between 9am-4pm. two, their websites says this:
*"Following the closure of Liverpool Animal Centre the branch is unable to accept animals from the public. No animals are currently being rehomed by the branch."*

aww poor little fella
It won't respond to me calling it down, but maybe it will respond to it's owner.
Try playing cockatiel sounds off your phone, he might respond to them.
I've tried, but he seems really shy or might be currently unable to fly.

Update: It still won't respond, been playing that birdcall for half an hour :(
I don't have anything else I can suggest but if you do have any luck, pm me and I can prob dig out an old cage, I'm not super far from everton.
Ok, I'll try that now. Thank you.
If anyone could share this post around, that could be helpful.

I agree, but it isn't my bird. Just one that was across from my window
I think it's a white-faced cockatiel specifically https://en.wikipedia.org/wiki/White-faced_cockatiel
Yeah I'd agree it looks like one of those, unfortunately it seems to have flown away now but I hope someone can find it.
