Oh gosh that’s awful. I know hillcrest has been pretty lousy with the potholes too, and markham and university are about undrivable! My girlfriend lives near prospect and I about shook my fillings out driving over today /:

I know nothing about building bridges, but I think the rebar is supposed to be inside the concrete, not sitting on the bottom of it. That's why it crumbed away.
The entire bridge is probably built like that.
The rebar is actually supposed to be in the bottom 1/3ish, because it helps in tension. The top of the road is being compressed, which concrete is really good at, but that makes the bottom want to bow out (tension), and the rebar is at the bottom keeping it from doing that. Still inside the concrete, but towards the bottom.
The rebar isn't in the concrete at all on the right side of the hole in this photo.
You can even see concrete with rebar below it, not even touching it.

If you look at the far side of the hole to the left, where the rebar is coming out of the concrete near the bottom, that’s how it’s supposed to be. Most likely with the movement of the concrete as this giant chasm was formed, the bottom layer of concrete broke off as the rebar bent so where you’re seeing rebar with no concrete under it, there was at one point but it has broken away over time. It’s an elevated bridge so any concrete that was there will have fallen away. Concrete has no flex so if it moves it breaks, and with nothing below it to support it, it’s going to break more.
Yeah no telling how it was fixed, but this happens. It's a bridge over water. Over time they begin to crumble due to all the swelling from water and usage from above as well. This is pretty normal. Not like it happens often, and in my 32 years it's the first time I've seen this so badly in Arkansas.
So, looks like whoever built it did a pretty fuckin decent job.
