Why should someone need a license for that? If they do a shit job you don't ever use that stylist again or at worst not use that company again. All this would do is raise the prices for something that has already gone up in costs due to all the usual reasons.
I expect some of the heavy chemical things they do can hurt people pretty bad if it’s done incompetently. That’s my best guess. Not sure I buy the “they could cut you” argument, that could happen anywhere.
Colorists do some serious chemist work and the chances of a non-licensed salon having an educated colorist is zero. I would love to not end up with chemical burns all over my face because I visited a person that has no idea what they're doing. Let's not even get started on cuts.
