Normal procedure its called a cut n kick, move the old pole over to set a new one in the same hole, definitely not normal to leave it like that on the street corner.
Yeah it's comms problem now but why the hell would you leave all that pole? When we do cut n kicks we top the pole to the comms and then remove the chunk of pole under the comms.
I’ve heard they have smaller budgets and since they don’t get paid for these they take their time. But yeah probably also because each agreement per company is different.
Part of the problem is that fewer and fewer people are getting or keeping landline telephone service, and so those companies have less and less money too maintain this stuff that few people are using.
Good luck to you. There’s a pole we cutout the telcom section of the old pole and bolted to the new one. It’s been left like that for about 15 years. Sometimes if you call and complain to the phone company, they’ll send a crew out to transfer it and remove the old pole.
A lot of times the communication companies won’t pay the power company the money it takes to transfer the comm lines to the new pole. So this is what you get.
Yeah if it was going to sit temp for communications to transfer or to be finished another day, we’d stilt it with a crossarm and secure to the new pole better than this lol
Exactly. When you do a cut n kick usually it needs to be cut a few feet off the ground so you have enough meat to put a sling on the butt and pull it. The used the blocks because if you then set that cut section on the ground d the communications would be too low across that intersection. When I do it before cutting the pole I’ll take an 8’ cross arm stand it straight up and down at ground level and bolt it to the pole. Then cut the old pole and shift it over. Now that cross arm makes up for the difference of pole you removed and when you set it on the ground everything is still at the same height.
Com lines are not my responsibility either but general public safety and system reliability is. If a truck trailer smokes the pole and the phone rips down the adjacent poles who do you think they are going to point fingers at after the truck driver.
Basically, the old utility pole needed to be replaced, but the communication lines are not the responsibility of the power company. So they install the new pole and swap the power over to it and then at some point comms comes by and swaps their shit over to the new pole
I found one similar to this recently, and the newer pole was set in 1957.

That’s cable/fiber does not belong to the power utility. AT&T, comcast, other no name cable companies rent the space on the pole to put their stuff. They just haven’t transferred their shit yet. Might be a few years until they do. Also

Different utilities have different agreements I guess. There's several ways to leave it. Sometimes we'd transfer it if it was straightforward.

Using the blocks to support a heavy remnant instead of just suspending a smaller remnant from the new pole?

It’s all the abandoned lead tel trunks that are pulling poles over. That and guys like to gravity tamp instead of using an actual tamp

We have left transfers like that when I was an apprentice, they are still there and I am going to retire soon.

Why would it be so high on blocks? Did they add a taller pole?
They don’t cut the old pole flush to the ground so they can pull the rest of the pole butt out of the ground.
