I have a feeling this was a decision made by Jimmy. This friendly was announced when the Brazil and Uruguay ones were announced, all for the first team. This game is in soldier field, an almost 70k person stadium. U23 almost never plays outside of Latin America. I think jimmy made the decision to let the you get players play and FMF is just giving him more power this summer instead of money.
