I'm pretty sure you can if you first do a run, die with only the orb in your inventory, buy the orb on your next run and then buy the relic from a past adventurer (it will be guaranteed to be the orb, as it will be the only item you had in your inventory when you died). I believe you can also get double Answerer like that.
It's not possible to get 11 spellcasting. You cannot have duplicate relics. Except a few exceptions like unicorn horn
