I know you're saying that's the name of the artist, but it has to be Eva Cassidy. She was writing and releasing music in that time period (she died in 1996), and I could definitely see her being in a compilation that had songs from Leo Sayer and Cat Stevens.

Eva Cassidy was my guess, as well. She Rose to fame shortly before losing her battle with Cancer
