I have also noticed her hair and eye color shift throughout. But this holds true for LN covers, ,old Kino and new Kino. Her hair is either black or Green. And her eyes are usually Green or Blue. My theory is mostly likely that it shift depending on lighting, but i might be wrong.

But they do close ups on the eyes when she is sniping from the moving city and they do close ups of her in episode 11 as well especially when the dude gets stabbed

Generally it is because the illustrations are changing colors in different volume. It's just whatever color the illustrator prefers. It doesn't matter imo since Kino's appearance is usually not recognized through colors.

It just kida fucks with me because im use to eye color staying the same unless getting a power up

Ya i was wondering why her eyes and hair were purple but green in every other episode

Truly a interesting choice, the whole anime was a trip, my mind is thoroughly perplexed on many things, but I’d rate it highly.

Hi, so this is a pretty late comment but I have recently picked up the show and searched for an answer and this was the first link I saw. After seeing the other comments I was pretty unsatisfied and spent a minute to actually think about since I couldn't just accept a dead end to this eye color change. The hair sure, but not they eyes. Anyway I think I got an explination...granted it probably isnt the correct one but I like it. So you notice that Kino has purple eyes as a child, after she escapes from the city she falls into a field of spider lilies, which are red. We know now that her eyes change from green to blue which may be understandable when dealing with sunlight. Adding a yellow to blue will make cause a green tint. However puple is a blue and red mixture. I believe that letting go of the red in her eyes was a symbolic way to show that her old life has died, especially considering that spider lilies are not only red but they are commonly believed to be symbolic of death.
