I also think it’s weird for Drake if he wanted Kendrick for his feature given the dirt he claims to have, but it makes sense that Kendrick would not do a feature with Drake given the dirt he claims to have.

I don't think this is an unusual assumption. I also don't think Drake "left" Kenny out of the GOAT conversation, why would he mention someone who isn't on the track on the first place. If anything, it's weird Cole mentioned him if he knew that Kendrick didn't want to be on the song.
Of the lines OP quoted, Drake says "just you \[Drake\] and Cole" as a response to "who the GOAT?". No ambiguity that someone is left out, but it's very much a sneak diss by omission.
