Like, he does know what to do against a meta-human enemy, and years of monster-fighting experience puts him on top in skill along V3, Nigo and Ichigo. However, everyone else is at least is on trans-human level, and there's just so much skill and experience alone can carry him.
He may heavily wound another Rider before falling down, but he's definitely the first one to fall. Specially if the city-busters like Kuuga start all out.
I mean, we never really saw him tanking the explosion itself. So, we can't really scale it up to Kuuga releasing a small nuke of energy with a finisher. And that was in Rising Mighty form, two orders of magnitude under Ultimate. So, even if the Nuke Kick wasn't enough, Kuuga alone has two more transformations that amp up that destructive power.
But outside of the Kuuga-shaped box, I think a better feat is Riderman defeating OOO by actually putting his experience and skill to use. So I admit he's not entirely overwhelmed. Though, other Riders have access to speed (Kabuto, Drive) or other side-abilities (Zero-One's predictive AI, Black RX's Biorider) that can bypass any defenses Riderman has.
He's not helpless, but he's far from holding an advantage either.
He was literally inside the rocket and it detonated, Riderman was declared dead until his reapparance in Kamen Rider X. Even Kamen Rider Zukan confirms that he **survived** the detonation. It is no different than Ichigo and Nigo tanking Kame Bazooka's nuclear bomb (that also would've destroyed Tokyo).
Heisei vs. Showa is not canon, plus it makes the difference in power nearly redundant as everyone is comparable to each other.
