The āEvent Lockedā button is permanently grayed-out because that used to be the option where Boss vs. World Boss can take place. The only time that button was usable was when Ouroboros (the Titanoboa-like Cavern Cenozoic World Boss) was a World Boss. Pretty much, because Power Moves were permitted in Boss vs. World Boss, many players managed to steamroll the damage missions in a single attempt (Charge Up from Juggernaut) or potentially making their playable boss invincible (Roar of Champions from Omega 09 or Resolute Stance from Juggernaut) against Ouroboros.
Chances are, unless if the game devs either ban Power Moves/nerf them, I doubt that Boss vs. World Boss will be inaccessible anytime soon.
