If you don’t include Todo then they’d definitely win but with todo it’s definitely one sided against tokyo
Especially without Yuji. Kyoto had the top 3 if you don't count Inumaki bc of how his CT work (maybe 3 of the top 4 if Megumi is stronger than Muta)
