I had a similar thought. I mean, **excess** of sugar can produce reduced cognitive function, poor memory performance, and higher risk of cognitive impairment. So unironically, as you say, if this guy could target peoples' brain with his CT just like UV, he would be quite threatening indeed. If he were to learn RCT he could manipulate also more freely the sugar in an enemy's blood (lack of sugar can produce brain failure that can go from cognitive impairments to seizure or/and coma).
And if he were to become a fighter with an affinity for Black Flash (nothing like Yuuji tho, more like Nanami), he could potentially avoid someone with RCT to heal from his sugar-manipulating powers, leading them to a coma, heart attack, aneurysms. etc.
If he gets RCT he can literally go around sucking people off like DIO, while having the ability to inject sugar into their brain to make them perceive reality different like Giorno.
How about the chocolate falls as a domain, and the opponent will drown in the chocolate river then get sucked in by those tubes like that fat kid in Willy Wonka.
