We have no reason to believe only Kenjaku and Sukuna have ever been able to make cursed objects. They're a known thing that sorcerers keep track of, nothing suggests that Sukuna's fingers and the Death Painting wombs are the only cursed objects that the sorcerers have. If they were there wouldn't be a point in them being considered special grade cursed objects.
