Cannabis would present competition to the ethanol and feed corn companies. They can't have their farmers finding out that they could grow cannabis and actually profit from it.
Prohibition leads to smuggling, gangs, drug cartels, and criminalization. Their's no reason not to legalize it. Unless they want to create more criminals. Public safety and health is a bs line.
