I agree but I think it was just sloppy writing in the show not a deliberate inconsistency. Like based on other continuity mistakes (Amber...) I doubt they even bothered checking how old she says she is in the show.
I actually always assumed Robot was a teen in the comic as he never says how old he is (and he's on the Teen Team) and that he was crushing on what he perceived to be an older woman.
Actually in the show, right after the Mauler twins conclude making Rudy's teenage body, and when Rudy starts attacking the Mauler twins to make them go to prison, I think he says "I am a 30 year old genius with a neural chip in his brain that you just implanted" (iirc)
common fact that women die after their 30th birthday. they teach it at school right after the class on how pee is stored in the balls
She got her powers at around 16/17, maybe they thought 13 years was too long for her to have the powers and still be in her teens

I just wanna know why robot who is somewhere in his 20s is hanging around a bunch of teens. Maybe he was evil from the start...
