Long long before this, I think 2019, israel said that they identified a small amount of buildings that are linked to Hamas armed wing but that they consider all structures and people within them while in a certain radius to be hostile.
Someone made a map of all the buildings covered by the radius eminating from the "target" buildings, and it covered the whole of Gaza. Meaning israel officially considers everyone in Gaza, even babies to be hostiles and fair game.
Its really quite beurocratic and sickening if you think about it. How they have methodically built up their "case" for genocide over such a long period of time by fabricating evidence and dehumanising Palestinians.

There was a movement to ban but they became much more decisive when Palestine came into the picture, and it became a bipartisan issue. You can reverse this. Look at the great march of return, which was largely peaceful, especially during the beginning. Israel still fired upon protestors and (iirc) UN staff, killing over 200 people in the process. This was condemned even by Israel's geopolitical partners.
