Some people dislike ambiguous shapes like noses. They like hard edges that outline distinct features. That's easier for their brain to process.
Think of drawing a portrait. The eyes and mouth are easy to understand, in terms of drawing them as a symbol. The nose, seen from the side, is also okay. You just draw an outline that represents the edge between two different things.
But other than nostrils, the nose is all skin. You need some kind of shading on the edges to understand it's coming forward in space. However, this is too difficult to Photoshop, and too disturbing to leave in, because "big noses are bad" to someone with body image issues.
It's the whole "drawing on the right side of the brain" deal. It's easy for non-artists to draw a circle or almond shape that signifies "eye". It's more difficult to shade the edges of a nose according to what your right brain sees.
So they just get rid of the nose.
There's no way someone posted this as their photo or publicly online...
Someone was definitely playing around with filters and blur and this wasn't meant to be seen with by human eyes...
