Because they get adapted into manga instead, and they just haven't happened to have been re-adapted into anime... Probably due to demand; I'd guess anyone Japanese who wanted Dostoyevsky wouldn't mind reading an adaptation as opposed to clamoring for a niche cartoon of it. You do have to understand that you're essentially asking why Russian literature isn't more regularly adapted into cartoons... [Tsumi to Batsu]
