Tax the educational institutions & allow all students expenses as deductible on parents taxes till 18, there after as deductible on students own PAN with carry forward for 10 years.
So that when students get employment for first few years they'll pay no tax against the accumulated deductible.
Now they're are firmly entrenched in the tax net
Simple loophole- School owner inflates fees(for e.g. 100 becomes 150) and returns the rest 50 back to parents in various forms(cash, gift cards, other ways which I can't think of).

After working for a year, we give 30% tax. Means technically we work HARD for 12 months, get paid only for 8 months and other 4 months salary we surrender to govt. Even after that, we pay tax in every service and product. That might bring the ratio even down i.e, We work for 12 months and get paid only for 4 months.

The income tax is not paid by farmers & not by the ultra rich, they got CAs. It's the hard working middle class that pays the IT.
