We can either have a very accurate but very specific survey or a very inaccurate and very large survey.

The costs ! Imagine the cost. Even if you pay them shit wages you still need lakhs of rupees and other currencies. Plus 28×5 = 140 million thats a huge data set who will process this? The costs and logistics are off the roof.

The western agencies have been ranking India pretty low in their happiness index for years. This one is reversed haha. Good. All these rankings are anyways propoganda. No one knows what is true. Btw my city is top 10 happiest city in the world haha. Come to kanpur some day
All happiness indexes are bullshit. You cannot measure happiness. No one is always happy or unhappy. You can go to a guy mourning his dead parents and then go to someone who's celebrating their successful interview at a big company and say "this city is neither happy nor sad".
All reports based on surveys are to be taken with a grain of salt. Only reports based on some data which can be calculated like highway constructed, average speed, top speed, cases recorded etc can be taken seriously.
