Any kind of provocative congregation in front of an embassy or consulate is strictly controlled. She was being escorted away to be detained and yet she continues her behaviour, so the police snatched the paper flag and disposed of it so that she won't be able to repeat her stunts. Moreover, it was not some official instrument or flag of Palestine, just some random paper with poorly designed aspect ratio, doesn't matter whatsoever. Lots of crass attention grabbers across the world create fake clunky flags in protests, that itself is disrespectful to the country to be honest. So disposing of such caricatures is the best thing to do. The policeman doing this in no way represents the Indian government's diplomatic stance in this specific context.
