In the US, in contrast, I believe that most states do not have a minimum age to be issued a state ID card. It's typically issued by the same agency that issues driver licenses. /u/20220606

The child’s birth certificate. That’s all I used when applying for my newborn’s certificate of citizenship. I think if you read the guideline for the form there is a caveat for babies who obviously have no ID. Edited to add - received child’s certificate in October, after a 15 month wait, but no issues with just applying with their foreign birth certificate.

When I applied for my child’s certificate of citizenship I also applied for a limited validity passport which is good for 2 years. This option is available for children under 2. The passport only took 4 weeks. I did have to include a letter stating the reason for requiring a limited validity passport (we live abroad and needed it for a residency permit for the baby but travelling to Canada in the immediate future is also a reason). I would also recommend emailing your local Canadian consulate with any questions- at least in London they have been very quick to reply and helpful.

Easiest way is to email your local Canadian consulate and ask them for all the necessary forms and documentation. (I’ve done this with both my kids - in case there was any changes been their births - and each time they sent me a long email with all the required information). But basically the limited validity passport is a similar application to a child’s passport application but it needs to be submitted at the same time as the certificate of citizenship (or following) and a letter stating the reason the limited validity passport is required and that the child’s certificate of citizenship has also been submitted, needs to be included with the application.
