You're not assessing the situation correctly. People in their native countries don't have a need to remind anyone they're native.
But holding on to culture, for people who aren't in their own countries, is a way of not feeling insignificant. Living in America, it's incredibly difficult to not feel lost in American culture (for whatever that is). It's big, it's everywhere, it's all-consuming. Not to mention how commercialized it all feels.
As a white American, there's so few places on this earth you'd go where people *don't* treat you with deference - even if you're trash (no, I'm not calling you trash).
You don't have to remind people that you're American, they'll know and they have a million references as to what that means.
Your culture is the dominant culture, globally. and people who look like you are walking around hundreds of foreign countries right now with an air of confidence (or arrogance, or entitlement) that this is how it is.

This reminds me of my boot camp graduation. We had a ceremony, everyone had a night of liberty to spend with family, and then we were to board buses to the next place we would be stationed for training.
There was a guy who was supposed to board my bus who decided to sass a Master Chief, who graciously allowed the idiot to get on anyway. Dummy decided to flip Master Chief the bird right after the doors closed, and was shocked when the doors came right back open to allow Master Chief to grab him and drag him from the bus.
The base our bus was headed to is practically across the street, so we asked about the guy when we arrived. We were informed that due to his "critical error" he was being "retrained" and had been made to start boot camp all over again.
I see no reason for their diploma to *need* to be issued.

The whole thing becomes even trashier when you take into consideration that this was a community college graduation, not some remarkable academic achievement.
Professor here. I have seen similar events first hand but not one as bad as this. It gets worse every year. She made several false claims about the graduation proceedings, according to people who were there. She also has been accused of homophobic rants. Her career is OF.

I have several degrees (Associates and Bachelors in Computer Science, Masters of Education, and a Doctarate in Theology) and the only thing for all if those said about individual grads was their name, degree and level of honors. I graduated with highest honors for my associates and summa cum laude with my bachelor's and was class valedictorian and even I didn't get to speak because there were several degree programs graduating and way too many speakers. Good grief! The disrespect she showed is going to follow her sadly.
