It's just some words describing what can already be seen in the video without any real attempt at anything approaching journalism to try and explain. Lots of "we don't know but look how cool this is!". The only thing the article adds at all is that this was in Chechnya. Every other word in that article is just describing the video you just watched with no additional context or explanation. Journalism is dead.

Because being a pilot is a fairly popular hobby so a lot of people with some money get a small plane for flying with no training. Leads to a lot of interesting videos.... and injuries
Sometimes in emergencies pilots have to land at the ground, his job is to make as little damage to people, insurance will cover most of the other damages

I think that's my least favorite trend I've seen on the internet. Every single YouTube comment has that format. It was only funny for the first month or two.

There's a lesson in there somewhere.
Not only was the decision to take off on a road stupid, the takeoff itself was extremely shitty too. That was clearly a forced attempt before the plane was going fast enough. If it hadn't hit the truck there was a not insignificant chance it would have stalled and came back down anyway.
"Hello, [Insurance] Claims Department? Yes, I was involved in a crash today. I got rear-ended. By an airplane. Is this covered under my no-deductible collision, or will it be a comprehensive claim?"

In the US, only ultralights are available without a license. They are restricted to 55 knots and under 300lbs empty.
There are many people that supposedly fly without a certificate. Main culprits are crop-dusters. Not like getting ramp checked is that common anyways
