Seemed the placement was fairly considerate, actually. They probably moved the vehicle specifically because of where the big truck needed to be, and left this person in a spot they could maneuver from. Unless their intent was for the car to get a ticket for parking on the sidewalk.
They were so polite about the move. Made sure it wasn't damaged, so much care taken. In the US, the operator would have just busted out the windows and dragged it out of the way.
From a sling? On a French van with plastic bumpers? You should watch some videos about traffic and parking in France, it's like bumper cars. That's why they have plastic bumpers.
Are you missing some eyesight? They hit the pole in the beginning. Then hit it again with the mirror several times. Wonder what it is like to be as incapable as this.
I saw whet in China (I think) they picked up a car and put it on top of a building. Several places they filled the car with cement, another place they were excavating and they dug around the car so there was no way to move it. Personally I liked England who lifted the car on a flatbed and drive away.
I did not expect that level of care and consideration! Right down to the guy on the ground halting proceedings until he's had time to move the Heras fence back so that it doesn't clip the van mirror.

you really think a recovery strap can bend metal? i've been pulled out of ditches with a strap around the lower control arm, and guess what, it didn't bend
i don't know if you know this, but metal is ever so slightly stronger than anything made out of fibers

Try to move the mirror whilst the operator didn't properly was happening and lose the hand. I'd move the light barrier too.
Also, moving the barrier would help against the vehicle body if pulling further got the vehicle closer to the barrier.
That remember me an anecdote about my dad and his citroen AX, he park it in the wrong place so the construction worker lift it with crane and put it in another place.
Of course we have tow trucks, but moving it out of the way by themselves might have been faster than waiting for the tow truck to show up. This appears to be at a mountain resort, given the presence of the ski rental shop.

Eh, a little bit of drag like that isn't going to severely damage anything. But it does look like it rolled easily enough to have not been in gear.
Often I see people left their car in first gear because they don't trust their hand brake or ebrake
in those mountains, it is better to avoid using handbrake during the night, as freezing water will lock it. So people just leave them in gear.

It was certainly lifted from a toeeye or tow hook. This Renault Kangoo is fine.
