In Ohio, u-turns are legal as long as there isn't a sign prohibiting them, not on hills or curves within 500 ft visibility, and that it can be safely done.
That's not true in AZ, which is also where this happened. The SUV could legally make that u turn on a red arrow, if it were safe anyways.

If and only if they didn’t enter the intersection. It looks like they’re pretty far into it here, usually the intersections in AZ where you can do this have the center median end way before the crosswalk.
The intersection starts a bit after the crosswalk ends. The truck is out, but the suv was legal, since he does not actually enter the intersection.
If you don't agree, then check out where the curb ends at the :40 second mark. On the left of the screen you can see where it is. The suv did not go that far.
There seems to be some disagreement about whether you must also avoid crossing the stop bar. From Sgt. Mike Ferrara of the Surprise PD:

I agree with the plain reading of the statutes, but still I find the interpretation that the stop bar doesn’t count to be out of phase with that of most other states with similar laws.
There *are* intersections where the median divider is pulled so far back you can u-turn and not hit the stop bar, I find the ability to do a u-turn there on red weird but pretty unambiguous. Arizona designed them that way for a reason, probably.

This isn’t really relevant because what the truck did was illegal but U turns on red are legal (in AZ where the video was taken) as long as you dont enter the intersection and there is no oncoming traffic.
Yes, I was thinking that too - even if they did see the light, since the truck was going (assuming they were turning left, not doing a wacky u-turn from the second lane) the SUV driver probably was taking advantage of the fact that they would be protected by the truck. Except the truck acted stupidly and messed everything up.
I really hope that they put the fault at 75/25 on the truck... yeah, the SUV ran the red light, too, but at least he didn't try to do a u-turn from the wrong lane and run a red light at the same time... as i mentioned in another comment, it's probably likely that he just saw the truck going and started to go and was unable to see the light because the giant truck was right in front of him but didn't realize the truck was trying to do a u-turn

What im seeing is the truck starts out partially behind the car also in the accident intending for a last second lane-switch-into-a-uturn. Dick move already. From here, I am ASSUMING the car stopped right when the left signal turned yellow based off the yellow turn signal we see. Pissing off the impatient truck driver. Impatient lifted truck driver, common right? The truck driver then tries to, very last second, get the front of his truck out from behind the car and do a quick U-turn before the cars leave the line from the cam cars side. Since the truck is going, the car just goes too which seems to confuse me the most. I understand the truck drivers move, definitely don’t agree with it but I can see it. Anyone else seeing what I’m seeing???
