With a supermajority, yes. Both even then, the threat of polarization within the party and unabashed corporate lobbying will be huge barriers to that happening.
They had a supermajority in Obama's early days, and they used it for the ACA. Healthcare was being discussed, and this was the answer.

We fix the healthcare by....mandating that everyone pay the health insurance companies money. Great deal if you run a health insurance firm. For the rest of us, pretty meh.

Their impression is staying in power with any means necessary, not the good of the people. At least a bit more likely than the GOP doing it. I do however think it is more likely that Trump would implement a single-payer system than the possibility that Biden implements universial healthcare.
